EU Sets Anti-dump Investigation on Chinese Seamless Steel Tubes

The EU Council of Ministers issued a public notice on October 6, ruled that China's seamless steel tubes export has posed a threat and harm to the industry. Under the EU ruling, a five-year anti-dumping tax, ranging from 17.7% to 39.2% will be exerted on China's seamless steel tubes export. To this, the speak man of China's Ministry of Commerce Bureau of Fair Trade claimed discontented towards the ruling.
He indicated that China has repeatedly stressed in the investigation process of this case. The WTO Anti-Dumping Agreement to the "threat and harm" has very strict rules, WTO members who apply the "threat and harm" as an excuse to launch anti-dumping investigations should hold prudent position; in practice such anti-dumping measures are very rare. At the same time, China also supplied plenty data to prove that China's seamless steel tubes export is less than 8 per cent of the EU market, and will not damage this market, meanwhile, the main index of the EU's industry are kept in a normal level, however, all the evidence can't not prevent EU from exerting tax on China's seamless steel tubes export.
October 6, the U.S. Department of Commerce announced to launch anti-dump investigation on Chinese seamless steel tubes. The Department insisted the investigation is required to be initiated by the United States Steel Corporation, V & M Star Company, TMK IPSCO Inc. and United Steelworkers of America, the U.S. companies requested to impose 98.37% Anti-dumping tax on China's seamless steel tubes export and also exert an additional countervailing duty on the subsidies of Chinese government.
The speak man of the China's Ministry of Commerce stressed that in the economic crisis, the EU's final ruling of imposing anti-dumping tariffs on seamless steel pipes from China has departure from its promise to resist trade protectionism on the G20 summit. It also ignored the global trade remedy rules. China will firmly safeguard the legitimate rights and interests of Chinese enterprises.
