    Value-added tax rate of minerals return to 17% next year

    Wen Jiabao, Premier of State Council said on the State Council Executive Meeting that the country had decided to implement reform of value-added tax throughout the China. The meeting approved Provisional Regulations on Value-Added Tax of People’s Republic of China (Amendment Bill), Provisional Regulations on Consumption Tax of People’s Republic of China (Amendment Bill) and Provisional Regulations on Business Tax of People’s Republic of China (Amendment Bill).


    The meeting pointed out that with ratify of the Sate Council,  some regions, include northeast and mid, began test reform of value-added tax from July 1, 2004, and won great achievements. The meeting decided to popularize in all industries in the policy in the whole country from September 1, 2009, in order to expand domestic demand, reduce tax burden of infrastructure investment, promote technology advancement, industrial re-structure and economic reform.


    The Provisional Regulations on Value-Added Tax of People’s Republic of China (Amendment Bill), Provisional Regulations on Consumption Tax of People’s Republic of China (Amendment Bill) and Provisional Regulations on Business Tax of People’s Republic of China (Amendment Bill) will be carried out to ensure a successful reform. The State Council will issue and conduct these regulations after further revision.
