    Downstream smelter construction progress in Indonesia far below expectations

    It is known that the government aims to build up to 53 processing and refining plants (smelters) for minerals such as nickel, bauxite, etc. However, the government is pessimistic about whether the plants will be completed by 2023, as only 21 smelters have been built by 2021.

    Irwandy Arif, the special staff of the Minister of Energy and Mineral Resources responsible for accelerating the management of minerals and coal, previously explained that the number of smelters that have been built by 2021 is 21 refining facilities. While the other 32 units are still under construction.

    Among the 21 smelters that have been put into operation, there are 15 nickel smelters, 2 bauxite smelters, 1 iron smelter, 2 copper smelters and 1 manganese smelter.

    Seven more smelters are planned to be built by 2022, bringing the total number of smelters to 28. Among them, there are 4 nickel smelters, 1 bauxite smelter, 1 lead smelter and 1 zinc smelter.

    That means 25 other smelters are still under construction next year.

    "We have 21 smelters, seven more this year, we expect 53 in 2023, and that may not be possible now," Irwandy said in a recent virtual discussion.

    Irwandy also explained that in the construction of the smelter, there are currently several challenges, including licensing aspects HGB (land), IMB (construction permit), IP PKH (forest permit), tailings/waste, funding, energy supply ( electricity, installation costs), land and other issues such as machinery and foreign workers, arrival of technology.
