Recently, the "Implementation Opinions of Changji Prefecture on Promoting the High-quality Development of Aluminium Downstream Industry (Trial)" was issued.
The "Opinions" make it clear that based on the endowment of coal resources and the development foundation of the electrolytic aluminum industry, our state will focus on local transformation and intensive processing to build an upstream and downstream linkage development system for the aluminum-based industry, accelerate the revitalization of existing aluminum downstream enterprises, and increase investment promotion. The efforts to attract investment will promote the extension of the industrial chain and the rise of the value chain, and promote the development of the downstream aluminum industry to clustering, large-scale, high-end and green. By the end of 2022, we will strive to achieve an on-site conversion rate of more than 30% of molten aluminum in the whole state, a deep processing rate of more than 10%, and an output value of aluminum downstream industries of about 20 billion yuan. By the end of the "14th Five-Year Plan", the on-site conversion rate of molten aluminum will be about 60%, the deep processing rate will be about 30%, and the output value of aluminum downstream industries will be about 50 billion yuan.
In recent years, under the guidance of the state's policy of "supporting Xinjiang to utilize energy advantages and undertake the transfer of electrolytic aluminum production capacity", Xinjiang's electrolytic aluminum industry has entered a period of rapid development, showing a "blowout" phenomenon.
The "Fourteenth Five-Year Plan for National Economic and Social Development of Changji Hui Autonomous Prefecture and Outline of Vision for 2035" proposes to focus on the Zhundong Economic and Technological Development Zone in Xinjiang, focusing on building a national aluminum processing industry cluster; Changji National High-tech Industry The development zone, Manas County, and Fukang City are the main areas, supporting the development of downstream processing industries such as aluminum, copper, and nickel, and building an important aluminum processing industry base in Northwest China and an important copper industry base in Xinjiang.
